The RBI's Harmonised Master List of Infrastructure Sub-Sectors is a comprehensive regulatory framework established by the Ministry of Finance in 2012 and periodically updated to define 38 eligible infrastructure categories across five key sectors—Transport, Energy, Water and Sanitation, Communication, and Social and Commercial Infrastructure—serving as the uniform standard for infrastructure financing across government agencies and financial institutions.
This Master List became pivotal for HUDCO in August 2024 when it transitioned from a housing finance company to an NBFC-Infrastructure Finance Company (NBFC-IFC) under RBI certification, requiring the organization to maintain at least 75% of its asset base in infrastructure lending as defined by the List. This strategic transformation has expanded HUDCO's operational mandate beyond traditional housing to encompass financing for metro rail, renewable energy, smart cities, water supply, sanitation, logistics, and data centers, while unlocking critical benefits including enhanced exposure limits, access to long-term institutional funding from insurance and pension funds, eligibility for external commercial borrowings at competitive rates, and greater regulatory flexibility.
